Brief Introduction
The Law program is committed to training application-oriented talents of the legal profession with a solid professional knowledge of law and the agile speculative ability to adapt to the needs of the socialist market economy and the legal construction. After graduation, Law majors can be engaged in the legal work in state organs, enterprises, public institutions, social organizations, arbitration institutions and legal service institutions as well as in the teaching and scientific research work in institutions of higher learning.
Characteristics
The Law program has a long history with remarkable achievements in discipline construction. Set up in 1984 as the first among national forestry colleges and the second among Heilongjiang provincial colleges, the Law program was rated as a Key Undergraduate Program in Heilongjiang Regular Institutions of Higher Education for the 12th Five-Year Plan in 2011, and selected as one of the first Key Construction Programs of NEFU in 2013. The Law program is authorized to confer the Master’s Degrees of the First Level Disciplines and the Professional Master’s Degree in Law. The five Second Level Disciplines, including Constitutional and Administrative Law, Civil and Commercial Law, Environmental and Resources Protection Law, Criminal Law, and Sociology of Law, recruit postgraduates. The discipline of Environmental and Resources Protection Law was granted to confer Master’s Degrees in 1998 and selected as a Key (Cultivation) Discipline of the State Forestry Administration. The Research Centre for Environment and Resources Protection Law is the Key Research Base for Humanities and Social Sciences for the Colleges and Universities in Heilongjiang Province. The “Green” feature is the striking highlight of the Law program.
The Law program has made outstanding achievements in teaching and scientific research with expanding academic influence. In the past two years, the professors of the Law program have chaired 1 project supported by the National Social Science Fund, and over 20 provincial and national projects supported by the Humanities and Social Science Foundation of Ministry of Education, the State Forestry Administration, the Heilongjiang Provincial Philosophy and Social Sciences Research Program, Heilongjiang Provincial Department of Science and Technology. They have also published 10 academic monographs and over 60 papers on the teaching and research of law. The professors hold part-time positions in various associations, with one Director of the Legal Education Association, China Law Society (CLS); one Academic Committee Member of the China Environmental and Resources Protection Law Research Association; one Executive Director and three Directors of the Environmental Law Association, one Executive Director of the Legal Instrument Association, CLS; one Director of the Chinese Commercial Law Association; one Director of the Educational Research Association, CLS; two Presidents and 11 Vice Presidents or Secretaries General of various second level societies or associations of Heilongjiang Law Society.
The Law program has various forms of practice teaching and has attained fruitful results in personnel training. The Law program organizes the students to attend trials, participate in the law popularization, free counselling, moot court competitions, legal debates, legal clinics, legal culture and arts festivals and other forms of practice teaching activities, achieving remarkable results in these practical competitions. In the First (2014) and the Second (2015) Northeast Collegiate Moot Court Competitions, the NEFU Law teams won the second and third places respectively, with their competition results ranked first in Heilongjiang Province. The pass rate of Law majors in the National Judicial Examination was 53.84% in 2014, far higher than the national average pass rate of 10%.
Students’ Prospect
In 2016, eight Law graduates were recommended without examination to postgraduate schools, with a postgraduate recommendation rate of 12.31%, 7 of whom were recommended to the universities other than NEFU including Xi’an Jiaotong University, Lanzhou University, Zhongnan University of Economics and Law, Jilin University, Ocean University of China, Nanjing Normal University and other famous universities in China.
In 2016, twenty-one graduates of the Law program, accounting for 32.3% of the total, registered for national postgraduate entrance examination and were admitted to postgraduate schools, 100% in “985” and “211” universities.
In 2016, two graduates went to study abroad, accounting for 3.1% of the total, to the prestigious University of Bristol and the University of Manchester.
In 2016, the overall employment rate of the graduates was 92.31%, with a postgraduate enrolment rate of 44.62%. The employment areas are mainly distributed in Beijing, Tianjin, provincial capitals and developed coastal cities. The major employment units are the Chengdu Intermediate People’s Court, the Pingshan District People’s Court, Benxi, Liaoning Province, the Harbin Railway Bureau of Public Security, China Railway First Group Co., Ltd, China Railway Second Group Co., Ltd, China Construction Company, China Railway Airlines, Heilongjiang Seahawks Law Firm, National Tax Bureau, Yueqing, Zhejiang Province, and other institutions.

The Law program is committed to training the legal talents who are capable of professional knowledge, practical abilities and humanistic qualities and after graduation can go in for the law in the legislature, judicial organs, administrative organs, arbitration institutions, lawyer’s offices, notary offices and other departments, or are engaged in the theoretical research in universities or research institutes. This program attaches importance to the teaching of the theoretical knowledge of law as well as the cultivation of students’ practical manipulative abilities. In the over 30 years since the establishment of this program, it has trained a large number of excellent law graduates for the country and society who have become the backbone in bureaus of public security, procuratorial organs, courts, judicial authorities, and other organs or trades.
About the Specialist
Li Jingyi, professor, dean, master tutor, is one of the First Heilongjiang Outstanding Young and Middle-aged Legal Experts, the Director of Legal Education Research Association, CLS, and the Executive Director of Legal Instrument Association, CLS.
Students’ View
In the course content and curriculum setting, the program improves our practical competence in diversified forms such as legal clinics, moot courts, legal debates, etc., while strengthening our theoretical knowledge. In recent years, this program has placed particular emphasis on building up the interdisciplinary and trans-provincial or trans-municipal platforms for disciplinary competitions. I had the honour to participate in the Moot Court Competition of Northeast Universities, the Heilongjiang Law Major Students’ Debate Competition, and other events, and made great achievements in them under the guidance of the professors. Through the professional training in the education school, we have acquired certain practical abilities in advance, which endow us with a considerable advantage over others in either job-hunting or studying abroad. Through the four years of study, we can systematically master the knowledge of law, with legal thinking, treat and solve the problems in the basic legal perspective, and are competent for employment in government agencies, enterprises, public institutions, especially for legal work in judicial authorities or law firms.
